Is it OK to play the bass with a pick?

It's easier but is it uncool. Also how to get good on the bass?

Current fashion is to pick with the fingers, and I prefer that method myself for most stuff, but the different attack you get with a pick can be more suited to some music, so I use a pick sometimes.  There are plenty of top players who use a pick -- Chris Squire, for instance.  I would say ultimately learn both methods, and use whichever suits the music you are playing;  but in the short term, go with whichever you find most comfortable.
